MISSIONS / JOB DIMENSIONS
The EACOP Project comprises 1143 km of heated crude oil pipeline from Hoima in Uganda to Tanga in Tanzania arriving at a marine storage terminal and offloading facility. Approximately 4000 hectares of land are required in 8 Regions and 27 Districts, Town Councils and City Councils in Tanzania. There is a requirement for compliance assurance activities targeted at both EACOP and Construction Contractors, during the early civil works and construction phase of the project. Given the requirement for significant coordinated and structured engagement with a range of stakeholders at local level including with communities and affected people, field teams will be based in the affected project districts with the objective to obtain and maintain the project’s social license to operate.
ACTIVITIES
Job Summary: The Operations Centre Security Coordinator provides continuous security monitoring, coordination, and escalation support for EACOP personnel, contractors, communities, assets, facilities, information, and pipeline infrastructure across the Uganda–Tanzania pipeline system. The role is the focal point for real-time situational awareness, integrated security systems, incident and emergency coordination, security communications, operational reporting, and shift continuity. It supports the timely deployment of security resources and the effective implementation of approved security, emergency, and crisis-management arrangements.
Key Responsibilities:
Security Operations and Situational Awareness
  • Coordinate day-to-day security operations and maintain continuous situational awareness across EACOP operational assets and activities.
  • Monitor the security status of pipeline facilities, pump stations, Main Line Block Valves (MLBVs), Electrical Heat Tracing (EHTs), Pressure Reduction Stations (PRSs), the Marine Storage Terminal (MST), and associated infrastructure.
  • Maintain effective communication and coordination between security teams, contracted security providers, relevant EACOP functions, and government security agencies.
  • Maintain clear shift handovers and continuous operational oversight within the 24/7 Operations Centre environment.
Integrated Security Systems and Communication
  • Monitor and coordinate the operation of EACOP Integrated Security Management Systems (ISMS), including CCTV and video surveillance, access control, intrusion and perimeter detection, fiber-optic detection, communications and dispatch systems, and security incident-management platforms.
  • Monitor critical communication channels, security hotlines and emergency communication systems; maintain accurate communication and dispatch logs.
  • Identify, record and escalate system faults or outages, and coordinate restoration, preventive maintenance, corrective maintenance and testing with IT/OT, Telecoms and service providers.
  • Preserve relevant system data and ensure security technologies are used in accordance with approved procedures, data protection requirements, and cybersecurity-aware practices.
Incident, Emergency and Crisis Coordination
  • Act as the Operations Centre security lead during incidents including intrusion, theft, sabotage, pipeline tampering, civil unrest, protests, kidnap or threat situations, and security or medical evacuations.
  • Monitor, assess, log, track, and coordinate responses to security incidents, alarms, and security-related road transport events in accordance with approved escalation procedures.
  • Activate and support approved security contingency, emergency response, and crisis-management procedures, including lockdown, evacuation, personnel accountability, and high-risk movement check-in arrangements.
  • Coordinate security resources and maintain communication between the Incident Commander, Crisis Management Team, HSE and medical teams, public security forces, local authorities and emergency services, in line with agreed protocols and Memoranda of Understanding.
  • Maintain accurate, time-stamped records of events, decisions and communications; ensure incidents are followed through formal closure and lessons learned are tracked.
Security Reporting, Analysis and Evidence Management
  • Prepare and disseminate shift handover reports, daily security situation reports, incident flash reports, weekly reports, monthly or quarterly performance reports, dashboards, and trend analyses.
  • Analyze incidents, alarms, and operational data to identify recurring trends, vulnerabilities, and improvement opportunities.
  • Track security performance indicators, including response times, incident frequency, alarm accuracy, patrol compliance, and corrective-action closure.
  • Contribute operational information and analysis to threat and risk assessments, security risk registers, route reviews, and site security assessments.
  • Support investigations by preserving CCTV and system data, collecting or coordinating statements, maintaining chain of custody, and ensuring records are available for authorized review and audit.
Contractor, Team and Operational Assurance
  • Supervise Operations Centre Security Operators and control-room personnel, including shift coverage, task allocation, operational discipline, coaching and competency development.
  • Monitor contracted security providers against contractual requirements, key performance indicators, post orders, and Standard Operating Procedures (SOPs).
  • Verify guard-force deployment, attendance, equipment and training records against agreed requirements, and escalate non-conformities.
  • Support security audits, inspections and assurance reviews, and track agreed corrective actions to closure.
Stakeholder, Community and Human Rights Coordination
  • Liaise with Security Management, Community Liaison, Social Performance, Stakeholder Engagement and relevant government agencies on security matters requiring coordinated action.
  • Support security-related grievance and incident-reporting processes, ensuring community concerns and allegations of misconduct or human-rights abuse are escalated immediately through defined channels.
  • Apply the Voluntary Principles on Security and Human Rights (VPSHR), IFC Performance Standard 4, EACOP security and human rights requirements, and approved use-of-force reporting arrangements.
  • Coordinate security activities in a manner that supports positive community relations and respects the local operating context.
Training, Drills and Continuous Improvement
  • Plan, support and participate in security drills, tabletop exercises and emergency response exercises; document and track lessons learned.
  • Support onboarding and refresher training for Operations Centre staff and security personnel in monitoring, reporting, communications and escalation procedures
  • Review operational performance and recommend updates to Operations Centre SOPs, call trees, contingency plans and reporting tools.
Decision-Making and Escalation Authority
  • Initiate approved notification and escalation procedures when security thresholds are met.
  • Coordinate immediate response actions within approved plans and standing instructions until command is formally transferred, or further direction is received.
  • Escalate critical incidents, material system failures, potential human-rights concerns and significant contractor non-compliance through defined management channels.
  • Recommend operational improvements based on incident trends, exercises, assurance findings, and lessons learned.
CONTEXT AND ENVIRONMENT
  • The role operates in a 24/7, high-risk security environment supporting the EACOP Uganda–Tanzania pipeline and associated infrastructure.
  • It requires continuous situational awareness, rapid incident response and escalation, coordination with internal teams, contractors, government security agencies and emergency services, while maintaining security, operational continuity, human rights and positive community relations.
  • The role also requires shift work, confidentiality, accurate reporting and occasional travel to operational sites.
ACCOUNTABILITIES
Compliance Requirements
  • Comply with the EACOP Security Management Plan, approved SOPs, emergency and crisis-management plans, HSSE standards, data-protection and information-security requirements.
  • Operate in accordance with applicable laws and regulations in Uganda and Tanzania, host-government requirements, and relevant shareholder and lender commitments.
  • Promote professional conduct, confidentiality, accurate record-keeping, and respect for human rights in all security coordination activities.
QUALIFICATIONS AND REQUIRED EXPERIENCE
  • Bachelor’s degree or diploma in Security Management, Criminology, International Relations, Disaster Management, Public Administration, or a related field; equivalent military or law-enforcement training may be considered.
  • Minimum of 5-7 years of relevant security experience, including at least 3 years in a security control room, operations center, critical-infrastructure environment, or security coordination role.
  • Experience managing security incidents and escalations in a 24/7 operating environment, preferably within oil and gas, mining, infrastructure or humanitarian operations.
  • Practical knowledge of CCTV, access control, intrusion detection, GIS or tracking tools, communications and incident-management systems.
  • Strong knowledge of incident management, emergency response, security risk management and the Voluntary Principles on Security and Human Rights.
  • Excellent written and spoken English, with strong report-writing, communication and stakeholder-coordination skills.
  • Proficiency in Microsoft Office, dashboards and incident-logging or security-management platforms.
  • Eligibility to work in Uganda and/or Tanzania, with willingness to travel to pipeline sites and work shifts as required.
Desirable:
  • Professional certification or training such as ASIS CPP or PSP, ISO 22301, ISO 31000, incident command, crisis management or first aid.
  • Experience working with public security forces, government stakeholders, multinational operators and contractors in East Africa.
  • Experience supporting security on large-scale linear infrastructure such as pipelines, railways or transmission lines.
  • Familiarity with pipeline integrity, fiber-optic or intrusion-detection technologies and security risk-assessment methods, including ISO 31010 and threat analysis and risk assessment (TARA).
  • Knowledge of relevant international good-practice references, including ICoCA, ASIS protection-of-assets guidance, IOGP reference material, ISO 18788, ISO 28007-1, ISPS Code and applicable API/ANSI standards.
  • Working knowledge of Kiswahili, Luganda, or other relevant local languages.
