On behalf of one of our Tanzania based client, we are looking for a competent and experienced Security Coordinator East.
Job Summary:
The Security Coordinator for EACOP Project is based in Tanga Tanzania and will be reported to Security Manager.
EACOP Project 1445 km of heated crude oil pipeline from Hoima in Uganda to Tanga in Tanzania arriving at a marine storage terminal and offloading facility. 16 Main Camps/Pipe Yards (MCPY), 6 above ground installations (AGI), a coating facility (CF), a marine storage terminal and a load off facility (MST-LOF). The Job Holder participate in security of field activities relating to the EACOP project throughout the construction of the Pipeline and throughout if positive, with the Company who own and operate the Midstream project.
CONTEXT AND ENVIRONMENT
The Security Coordinator participates in all the aspects of Security for the EACOP Project along the Eastern portion of the Pipeline from BV 63 and eastward to MST-LOF. This includes all communications and liaison with GSF in this area including TPF, TPF Marine Police, TPA, and TPDF Navy in these regions. Periodic audits of the EPC PSP providing service to the installations (camps; above ground installation; marine terminal) within this zone, GSF liaison for construction activities, review of security aspects of; accommodation, transportation of personnel (10 000) and transportation of material (500KT). Ensuring that this is all done in compliance with international and national laws (VPSHR, ISPS Code, etc.)
MAIN ACTIVITIES:
It includes responsibility over:
- Liaison duties with Government Security Forces during construction phase as the contact point between the project, EPCMc, EPC and their hired PSPs. Daily analysis, report information and actions plan
Common
- Follow-up of contractors’ and CLO’s daily report: Security checks/audits, planning, security events/incidents database update and initial analysis → daily verbal report upon significant events, and weekly written reports
- Provide Security induction and update the database of employees inducted
- Assess contractors’ performances on sites or in head offices
- Monitor national and international laws and regulations related to security
- Participate to emergency response and crisis management.
- Promote security behaviour within the Project
- Write security procedures, instructions, and security briefings as required
Security specific
- Conduct PFSA for MST as required, develop, and maintain PFSP for the MST and assist as required in same for LOF
- Participate in Audits of contractor’s security management systems (monthly KPI meetings, biannual audits, and periodic inspections)
- Plan and deliver PFSP
- Security drills and exercises to ISPS Code for MST, participate in security drills/exercises with GSF at LOF
- Investigate security incidents and anomalies
- Participate in Security Vulnerability Assessment and Security Risk Assessment as and when required
- Develop and deliver security training and security briefings as required
To contribute to the successful implementation of the EACOP Security policies through:

QUALIFICATIONS & EXPERIENCE REQUIRED
- Higher National Diploma or relevant professional experience.
- Fluent in English, both written and spoken is required, knowledge of Swahili and/or French is an advantage
- Computer literate with all MS Office programs.
- 15+ years’ experience (at least 3 y. in Tanzania) in a function involving maritime security supervision in O&G, mining, or construction sectors. International environment experience a plus.
- Port Facility Security Officer Certification required with strong maritime security experience
- A good knowledge of security standards (VPSHR, ISPS Code, ISO 18788 e.g.) required.
- Clean police record and driving license.
- Highly self-directed and able to travel to remote areas in Tanzania.
- Honourably discharged from military forces or from a law enforcement service would be highly desirable.
- Sense of responsibility and dependability
- Good communication and observation skills
- Ability to work within an international project tea
