Job summary:
Reporting to the Public Affairs Manager, the Government Relations Manager will act as liaison between our client and the Government of Kenya. He/she will oversee the establishment and maintenance of close working relationships with all levels of the National and County governments, state organs, community gatekeepers regarding our client’s operations so as to consistently have an enabling environment for our client. The Government Relations Manager will also be responsible for supporting in resolving permitting and community resistance challenges faced by the Company.
DUTIES & RESPONSIBILITIES:
- Providing strategic leadership to our client on engagement with the Government and Regulatory agencies.
- Develop and manage an internal and external stakeholder engagement strategy and plan and support to facilitate their integration into the development of company strategies
- Strengthening partnerships with all levels of government; national, county & communities to enable and drive business objectives.
- Support in the implementation of the stakeholder engagement plans including the planning and execution of stakeholder events, correspondence, creation of appropriate documentation and the recording and analysis of feedback.
- Coordinate and develop a communications program in support of the company strategy to deliver improved stakeholder engagement and customer service to enhance communication with key stakeholders.
- Assist in the development of communications material that is simple and fit-for-purpose.
- Assist in the preparation of written briefings, reports, and correspondence to be submitted to national or county governments such as policy papers, briefing papers and correspondence, presenting the company’s position on a range of programs and initiatives.
- Keeping abreast with changes within the regulatory environment especially at county level to advise the company and ensure compliance.
- Liaising with the Regulatory Authorities to provide appropriate answers to the management on matters relating to Regulatory approvals/queries.
- Create policy & legislative one-pagers and topic briefs to support the team’s work.
- Attend and participate in relevant policy-related events and groups and prepare reports and briefing on the same.
- Work with the line manager to ensure continuous engagement with both government and non-government policy stakeholders.
- Lobbying and engaging industry associations to ensure that government policies and regulations are favorable to the company.
- Working with colleagues to understand their government-related challenges to formulate a cohesive, comprehensive government relations strategy.
- Advocate for and manage policy issues and lead our client’s engagement with internal and external stakeholders related to government affairs.
- Enhance the visibility of our client’s Brand within the telecommunications sector, county government and at national government.
- Other duties as assigned.
QUALIFICATIONS:
- Business Acumen – ability to understand the telecommunications industry, competition, dynamism of the industry, as well as opportunities within the industry.
- Regulatory and Policy Knowledge – Knowledge of the legislative process, particularly at county level, and the ability to track all stages of a law or regulation’s progression from introduction to final passage and assess its impact on policies affecting the business.
- Cross Cultural Skills-The ability to understand and appreciate cultural practices and norms and adapt accordingly to cultural differences in work and communications to influence favourable business outcome.
- Relationship Management – The ability to develop and maintain positive working relationships with all stakeholders.
- Resourcefulness and ability to work proactively – thinking ahead and anticipating and coming up measures to prevent or mitigate potential challenges that may negatively impact the company.
- Advocacy, Lobbying and Engagement Skills – Knowledge of initiatives to sway public opinion and the ability to successfully implement such initiatives.
- Ability to manage substantial workload in fast-paced environment.
- Interpersonal Skills – Confident, articulate, resilient with excellent negotiation skills and ability to effectively resolve complex issues.
- Excellent communication both oral and written.
- Ability to work independently and exercise discretion and independent judgment.
- Exceptional time management and organizational skills required and an ability to complete tasks in a timely and efficient manner, both independently and collaboratively
EDUCATIONS AND EXPERIENCE:

- A minimum of 5 years of work experience in Government relations or in a role that deals with government on a regular basis.
- An Undergraduate Degree in Law, Public Policy, Political Science, Public Relations Community Development (or a permutation of the same).
- Previous experience working with Regulatory Agencies or in a regulated industry.
ENVIRONMENT:
Approximately 55% performed in climate-controlled internal office environment working under normal office conditions. Approximately 45% travel within Kenya may be required in support of the position’s responsibilities.
While performing the duties of this job, the employee is regularly required to sit; stand; walk; use hands and finger to feel and handle; reach with arms and hands; talk and hear. While performing the duties of this job, the employee frequently is required to stoop, kneel, and crouch; lift weight or exert a force up to a maximum of 12 kilos
